Official description
Solicitation #26-0836-ITQ. Issued by SHARED-USE. Pinellas County establishes comprehensive requirements for vendors providing portable sanitation and hygiene facilities for both routine operations and emergency response. Core services include supplying, delivering, installing, maintaining, servicing, relocating, and removing portable toilets, ADA units, deluxe units, and handwashing stations. Vendors must ensure all units arrive clean, fully operational, properly secured, and stocked with necessary supplies, while performing regular servicing based on rental duration and increased cleaning frequency for 24/7 emergency shelters. For emergency services: vendors must be available 24/7, respond to emergency requests within four hours, support hurricane pre‑staging, comply with ADA accessibility and placement requirements, secure units appropriately for storm conditions, and replace damaged units promptly after impact. All cleaning, servicing, repairs, fuel, generator support, and movement of units are included within the rental and emergency setup fees. Beyond basic portable units, the County may request additional facilities, restroom trailers, shower trailers, laundry trailers, and sleeper trailers, all of which must be delivered fully operational with alternate power and ongoing fuel support. Staffing requirements, safety standards, invoicing rules, and detailed record‑retention obligations ensure vendor accountability and operational readiness throughout emergency deployment and recovery.
