NOTICE TO APPLICANTS ADDENDUM NO. TWO (2)

Blue Spring - Restroom Replacement DEP BID NO. BDC02-26-27

TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE

It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid.

BID SUBMITTAL DUE DATE: No later than 3:30 PM (ET), Tuesday, October 13, 2026, to the below address: Florida Department of Environmental Protection, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000, Attention: Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, (on the official posting). (For hand delivery: Carr Building, Welcome Desk.) The Department reserves the right to reject any or all bids.

BID POSTING DATE: No later than 3:30 PM (ET), Tuesday, October 20, 2026, unless extended by the Department for good cause.

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. What is the proposed height of the gravity wall the finish grade elevations directly behind the wall. There is a call out on the civil drawings but the heights don’t seem to allow enough cover for the rock and clean sand detail located on page A-302 detail 2.

Response: Please see revised architectural plan sheet A-302, which removes references to a gravity/retaining wall. The grading design uses slopes up to the building and walkway slabs and does not require retaining walls.

2. What type of sod is required, and is there a timeframe for watering after installation?

Response: Bahia type sod should be used water until sod has rooted.

3. The Architectural plans (page A401) show the guardrail as having wire mesh and the civil plans (Page C501) for hand rail details show a different style rail. Can you confirm which railing you want or where the wire mesh is located?

Response: Plans A401 should be used.

4. Impact and Permit Fees: Is the contractor responsible for any impact fees, permit fees, or other governmental fees associated with this project? If so, can DEP provide an estimated amount or percentage that should be carried in the contractor's bid or set an allowance for these costs?

Response: Permitting fees and estimates not provided, to be handled by contractor.

5. 15% Contractor-Performed Requirement: Please provide the exact method DEP will use to calculate and verify compliance with the 15% contractor-performed requirement. Specifically, can salaried project management, superintendent, administrative, procurement personnel, in-house labor, company-owned tools, equipment, and other direct contractor costs be included toward the 15% requirement? If so, how should these costs be converted to and documented as a dollar value?

Response: Yes. A schedule of Values is used to verify compliance with the 15% rule.

6. Construction Fencing: Is temporary chain-link fencing around the construction area mandatory to secure the site and prevent public access? If required, please provide any minimum height, screening, gate, or other fencing requirements.

Response: Site security is the Contractors responsibility, min 6’ fence height.

7. Existing Utilities: When the existing building was demolished, were all existing utilities identified, marked, properly disconnected, and capped? If so, are records or as-built information available showing the locations and termination points of these utilities?

Response: Contractor to locate and verify contractor to verify all utility line locations, sizes, and directional flows prior to construction/demolition contractor to notify engineer of located utility lines c103.

8. Builder's Risk Insurance: What are the required Builder's Risk insurance limits and deductible requirements for this project? Is the contractor required to include any existing DEP-owned buildings, structures, equipment, or other property within the Builder's Risk coverage?

Response: Builder’s risk must encompass the totality of the project’s cost. Yes.

9. Contractor Staging and Site Logistics: Can DEP designate or approve specific areas for contractor staging, material laydown, dumpsters, temporary toilets, contractor/subcontractor parking, and material deliveries? If areas have already been established, please identify them on the site plan.

Response: Yes, DEP will designate staging areas during preconstruction meeting.

10. When is the question deadline so we can let our sub-contractors know.

Response: The RFI deadline is 10 days prior to the bid opening.

11. Will there be an onsite pre-bid meeting.

Response: No.

12. Gravity wall, missing information Section 2/A-302 shows the gravity wall but carries no dimensions for it and no reinforcing, and A-101 describes it as reinforced concrete. Please provide the stem thickness, footing size and reinforcing for the gravity wall, and confirm the top-of-wall and bottom-of-footing elevations against the spot grades on C-102.

13. Masonry Lintels / Wall Louvers The four wall louvers are scheduled on M-101, as 12" x 68" Greenheck EVH-501D, please provide the lintel type/size over these openings.

Response: Please see the lintel schedule provided on 7/S201. Opening is only 12” wide.

14. Footing Information Please clarify the footing size for section 6/S-300. Please also confirm there is no top reinforcing for the strip footings shown in 6/S-300 & 7/S-300

Response: Footings in these two sections to be 2ftx2ft.

15. Finish Floor Elevations C-102 Shows a finish floor elevation in the chase of 18.30, which is 1’ higher than the restrooms – this does not seem to match the sections on A-201 (East/South), please clarify

Response: The finished floor elevations shown on sheet C-102 are correct. Please see revised corresponding structural details on sheet S-300. A revised architectural elevation reflecting the multiple finished floors is forthcoming.

16. Erosion Control We note the silt fence and tree removal shown on C-101, please clarify if the Tree Protection and Construction Entrance shown on C-500 are required and if so, where?

Response: Yes, tree protection will be required for the one tree noted to remain on the south side of the building. See sheet C-102. The construction entrance must be coordinated with the Park Manager and is at Manager’s discretion for location.

17. Hand Dryers The architectural drawings show six electric hand dryers but panel P1 carries five hand dryer circuits. Please confirm the quantity and add the sixth circuit if required.

Response: Electrical Engineering comments are forthcoming.

18. Based on the positioning of the new building as shown on A-100 and the surrounding grade, it does not appear that the gravity wall/retaining wall is required from a grading standpoint. Section A-A on C-102 does not show the wall either. Please confirm the retaining wall is still required, along with the guardrails depicted on A-401

19. If the concrete wall is deleted and the new guardrail is still required, please provide post/base mounting details?
