STATEMENT OF WORK USCGC MACKINAW (WLBB-30) – Z15257 INSPECTION AND REFURBISHMENT OF STEERING HYDRAULIC MOTORS Objective. The objective of this Statement of Work (SOW) is to provide for inspection and then refurbishment of hydraulic motor for CGC MACKINAW. References. United States Coast Guard Technical Publication 3790, SWBS 236 Apr 2007, Azipod Propulsion and Steering System ABB Marine Drawing 3AFV 5600646, Steering Motor, Dimensions and Connections Hagglunds Drives Publication, EN411-10H 2003, Installation and Maintenance Manual Compact Background. This requirement is for the contractor to perform in refurbishment on (2) Hagglunds Drives CA 140 motors at their own facility. The Azipod propulsion system on CGC MACKINAW uses Hagglunds Drives hydraulic motors as a component in the operation of the system. Hagglunds Drives is owned by Bosch Rexroth. Correspondence with Rexroth indicates that an inspection is required to identify motor components that require replacement or overhaul to complete refurbishment of these model motors. Tasks. CLIN 0001: Inspection and Diagnosis (Firm-Fixed-Price) the contractor shall provide: Provide services of an OEM certified Technical Representative (Tech Rep) for Hagglunds Drives CA 140 Hydraulic Motors to accomplish the following. Provide manufacturer’s proprietary system/equipment information, software and tools Assist with and ensure compliance with manufacturer’s procedures and standards during disassembly, inspection, repair, modification, calibration, reassembly and testing of the equipment/system. The contractor shall be responsible for arranging shipment of motors to and from SFLC Cheboygan Moorings Address: SFLC Cheboygan Moorings, 632 Coast Guard Dr., Cheboygan, MI, 49721 In presence of Tech Rep, and in accordance with applicable references listed in section 2 of this document and OEM standards, the Contractor shall perform the following: Disassemble and clean hydraulic motors. Conduct an inspection of all components. CLIN 0002: Potential Repairs based on CFR not to exceed ($40,000 dollars) Any repairs beyond the base scope identified because of the troubleshooting shall be documented in a Condition Found Report (CFR) with a technical description of the recommended repairs. The CFR shall be provided to the TPOCs and the Contracting Officer. Any additional work will be authorized only by the KO through a written contract modification. The contractor shall not perform any repairs beyond the base scope until specifically authorized in writing by the KO. If the Government elects to proceed with additional repairs, the KO will issue a written contract modification that identifies the authorized additional work and associated firm fixed price. The contractor shall base any proposal for additional repairs on the findings in the CFR. Limitation of Work: The initial scope of this contract (CLIN 0001) is strictly limited to diagnostic inspection and reporting. The contractor is not authorized to perform any repairs or order any parts. Contractor shall document any required repairs identified during the inspection in a Condition Found Report (CFR) and submit it to the Contracting Officer. Do not perform any repair work (CLIN 0002) until explicitly authorized via a written contract modification issued by the Contracting Officer. Government Furnished Property.
