Solicitation #2026-RFP-066. Issued by City Manager. The City of Clearlake (“ City ”) is requesting proposals from qualified firms (“Proposers”) for Operation of a Senior Service Center and Related Activities (“Services”) to establish a Lease Agreement ("Agreement"). To serve and promote the welfare of its residents, the City intends to procure the Services, as described below. The selected Contractor will deliver high-quality home-delivered meal services (Meals on Wheels), daily congregate nutrition programs, and a diverse range of social, educational, physical, and recreational activities tailored to older adults (aged 60 and older). The goal is to promote independence, health, wellness, and social connectedness among community seniors while maintaining full compliance with federal Older Americans Act (OAA) standards, state Area Agency on Aging (AAA) guidelines, and local health regulations.
