Official description

Solicitation #PESD RFP 27-1-31. Issued by Procurement & Materials. Phoenix Elementary School District #1 is seeking a qualified provider to operate an on-site intensive behavioral and special education program at Mary McLeod Bethune Elementary for students with significant emotional disabilities and intensive behavioral needs. The program will consist of three to four specialized classrooms serving up to 10 students per classroom, with flexibility for up to two additional students as necessary. The program will provide a structured, therapeutic learning environment focused on students’ academic, behavioral, and social-emotional needs while supporting eventual transition to less restrictive educational settings when appropriate. The selected provider will be responsible for the daily operation of the program, including qualified staffing, administrative oversight, substitute coverage, classroom materials, sensory supports, and specialized equipment. Services will incorporate evidence-based behavioral practices, individualized Behavior Intervention Plans, progress monitoring, de-escalation strategies, and appropriate crisis-management procedures. The provider will work collaboratively with District and school staff to maintain IEP compliance, participate in IEP and interdisciplinary meetings, align instruction with District curriculum and standards, provide regular student progress and outcome reporting, and coordinate transportation and related services. The provider will also support student inclusion, equitable access to the school environment, and transition planning for students entering or exiting the program.
