MARYLAND DEPARTMENT OF TRANSPORTATION STATE HIGHWAY ADMINISTRATION 2026–2027 WINTER HIRED EQUIPMENT SNOW REMOVAL/ANTI-ICING SERVICES SOLICITATION NOTICE – SNOW REMOVAL / ANTI-ICING SERVICES MDOT SHA is soliciting qualified contractors to provide snow removal, anti-icing, hauling, specialty equipment, and related services for the 2026–2027 winter season. The contract term is November 1, 2026, through April 30, 2027, on an as-needed basis. The Maryland State Highway Administration (SHA) is soliciting qualified contractors to provide snow removal and anti-icing services and equipment for the 2026–2027 winter season. The contract term is November 1, 2026, through April 30, 2027, with services provided on an as-needed basis, seven (7) days a week, 24 hours a day, as directed by SHA. SERVICE AREAS This solicitation applies to SHA Maintenance Facilities located within the following counties: Allegany, Caroline, Carroll, Cecil, Dorchester, Garrett, Harford, Kent, Somerset, Talbot, Wicomico, Worcester, Anne Arundel, Baltimore, Calvert, Charles, Frederick, Howard, Queen Anne’s, St. Mary’s, Washington, Montgomery and Prince George’s Counties CONTRACTOR INTEREST AND DISTRICT CONTACT Vendors interested in participating in this solicitation are strongly encouraged to contact the appropriate SHA District/Maintenance Facility directly to discuss equipment needs, available opportunities, applicable contract requirements, and the process for submitting a completed contract package. Contractors should contact the Resident Maintenance Engineer or designee at the SHA Maintenance Facility where they wish to provide services. Interested contractors should identify the specific location(s) and equipment they are proposing to provide when contacting the district. AVAILABLE EQUIPMENT AND SERVICES The solicitation includes various types of snow removal, anti-icing, material hauling, and specialty equipment. IMPORTANT CONTRACT REQUIREMENTS Contractors must provide equipment that meets all applicable SHA requirements and must submit the required documentation, including applicable insurance, vehicle registration, DOT inspection documentation, and completed contract forms. Equipment listed under the contract must be owned, operated, and insured by the contractor and may not be provided through a subcontractor. Vendors are encouraged to contact the District/Maintenance Facility as early as possible if they are interested in providing winter hired equipment services.
