RFP: Double Envelope Proposal. Issued by State Board of Elections. Category: Information Technology Service Delivery. This Request for Proposals (RFP) is issued by the Maryland State Board of Elections (SBE) to procure the goods and services necessary to replace and modernize the State of Maryland’s (“State”) existing statewide voter registration and election administration system, MDVOTERS. It is SBE’s intent to procure a system with existing functionality that includes geographic information system (GIS)/redistricting, as well as all the current functionality.
