Official description

RFP: Double Envelope Proposal. Issued by Prince George's County Government. Category: Snow removal services. Prince George’s County, Maryland is seeking qualified contractors to provide comprehensive Snow and Ice Removal Services in support of the Department of Public Works and Transportation (DPW&T). The County intends to establish multiple contracts with experienced firms capable of furnishing qualified personnel, operators, equipment, supervision, and all necessary resources to support winter storm operations and maintain safe, passable roadways throughout the County during snow and ice events. This is a Continuous Open Request for Proposals (RFP) that will remain open through February 27, 2027 , or until canceled by the County. Proposals will be accepted and evaluated on a rolling basis through the County’s SPEED eProcurement platform, allowing qualified contractors to submit proposals throughout the solicitation period. Multiple contract awards may be made, and additional awards may be issued as operational needs require. The County encourages qualified firms with snow and ice management experience, properly equipped fleets, and the ability to provide 24/7 emergency response to participate. Contractors must demonstrate operational readiness, maintain qualified personnel and equipment, comply with all County requirements, and support the County’s commitment to maintaining safe transportation infrastructure during winter weather emergencies. The selected contractor(s) shall furnish all labor, supervision, operators, vehicles, snowplows, spreaders, equipment, communication devices, materials, and incidentals necessary to support the County’s snow and ice control operations. Services include snow plowing, anti-icing and deicing operations, salt and sand application, route patrol, emergency response support, snow hauling, and maintaining assigned roadways in a safe and passable condition throughout winter weather events. Contractors must maintain operational readiness 24 hours a day, 7 days a week during the winter season (generally November 1 through April 15), provide qualified operators and backup resources, respond promptly to County mobilization requests, and ensure all approved equipment meets County inspection, safety, and performance standards. The County may deploy, assign, or reassign contractor resources as operational needs dictate. WEEKLY SUBMISSION CUTOFF AND EVALUATION CYCLE Submissions will be evaluated on a weekly basis. Each weekly evaluation cycle closes at 4:00 PM local time on Wednesday (the "Weekly Cutoff"). Submissions received at or before the Weekly Cutoff will be evaluated in that week's cycle.
