INSTRUCTIONS TO BIDDERS I.F.B. 26-09 WEST EAST EXPRESS, POPLAR TRAIL IMPROVEMENTS AND WEST EXTENSION, CITY OF ANNAPOLIS, MARYLAND The Central Purchasing Office of the City of Annapolis is accepting sealed Bids for construction phase services for the West East Express, Poplar Trail Improvements and West Extension, City of Annapolis, Maryland until 2:00 p.m., local time, Friday, July 24, 2025. Bids shall be delivered or emailed to the Central Purchasing Office, 161 Duke of Gloucester Street, 1st Floor, Annapolis, Maryland 21401, [email protected]. Late submittals shall not be accepted under any circumstances. The scope of work includes, but is not limited to the construction of a ten foot, (10 foot), wide shared use path within an abandoned railway track between the locations of Gibraltar Avenue and Admiral Drive and the widening of the existing trail along the location from Popular Avenue and Taylor Avenue for a combined distance of approximately 1.3 miles. Interested parties are invited to attend a virtual pre-Bid meeting on Monday, June 29, 2026, at 2:00 p.m., local time, via Google Meet. The City of Annapolis reserves the right to reject any or all Bids, to waive informalities as deemed appropriate by the City, to award multiple contracts, and to select the Bid deemed to be in the best interest of the City.
