Official description
Solicitation #RFP 24-013-53021. Issued by Department Public Works. Cecil County is interested in exploring feasible and viable options using proven technologies for the beneficial use of LFG from Cecil County Central Landfill. Such beneficial use options for the available LFG may include electricity generation, renewable natural gas generation, direct-use, and other beneficial use applications as demonstrated by the Respondents. The County is not specifying any specific LFG beneficial use. Respondents will have the responsibility and requirements to design, permit, construct, operate, and maintain the LFG Beneficial Use Facility. For the purpose of this RFP, the scope of services shall include full financing of the project by the Respondent (or an alternative financing option agreed to by the County) that will include the design, permitting, construction, operation and maintenance of any and all equipment, facilities, infrastructure, and appurtenances associated with the LFG Beneficial Use Facility project at the Landfill. The scope of services will also include any required planning studies to support other development stages of the project as well as the marketing, sale and distribution of the full market value of the LFG including environmental attributes (i.e., greenhouse gas credits, renewable energy credits, eRins, etc.), tax credits, and tax incentives. Any product or service that is not specifically addressed in the Scope of Work, but which is necessary to provide functional capabilities proposed by the Respondent, must be included in the proposal.
