The purpose of this solicitation is to procure the lowest price for the City of Baltimore (City) in accordance with specifications and documents contained herein for acquiring COLD MIX MATERIAL (BLACK-FILL 60 LB BAGS) - for the Department of Public Works as further described in the Detailed Specifications section of this solicitation. B. The Contractor shall provide 60-pound bags of Black-Fill cold-mix asphalt, a ready-to use bituminous patching material for temporary repairs of potholes, utility cuts, and similar pavement defects. The product shall consist of crushed limestone aggregate coated with bituminous liquid, require no mixing or preparation, be suitable for use in all weather conditions, and be packaged and delivered on pallets in accordance with the required performance, storage, and shelf-life specifications. C. The Contractor shall provide and pay for all labor, materials, vehicles, parts, equipment, delivery, travel, lodging, employee payroll and benefits, and all other supplies and services necessary for and reasonably incidental to furnishing the products or services specified herein, except where otherwise specified as being the responsibility of the City. D. This is a requirements type contract. Goods or services will be ordered on an as-needed basis over time. The City reserves the right to order additional products/services at stipulated contract prices for one year after Solicitation Opening. E. Refer to the Detailed Specifications section of this solicitation for product/service requirements and details. F. Also be certain to download any Attachment(s), or addenda as posted on Workday, which must be taken and considered together with this solicitation, and which are considered a part hereof, the same as if specifically written herein.
